The Fans feature was added to DriverDB at the beginning of 2009. The bars are a graphical representation to the figure right next to it which show how many people on Driver Database have signed up as fans for the driver. You can sign up as a fan by going to the driver's Fan sub-section on their profile page and then click on the big green plus sign. As this feature is very new and is far from being scientific in any way.
